I am having about 200 people at my reception and I am only making 100 programs. I dont expect more than half to come to the ceremony.

From what I've read on here...you should be more than fine with 80. You'll probably have leftovers.

We had 175 people and I made 100 programs - I only had about 10 left over.
I would make around 90 and that way, if not everyone takes, you will have some for yourself.

Actually I would base it on how much time is in between the ceremony and reception. I had the ceremony with the reception immediately following and the church was full.
Luckily my husband now wanted me to make enough programs for everyone!!!!
I had 230 people at the reception
I made 200 programs
30 programs leftover
I would say the bigger gap you have between the ceremony and the reception -- less people attend the ceremony.
